Looks like they are in trouble. The government is shifting the responsibilities among different offices. Now that the police handle deportation and the like, some say that there are mass deportations in the works. Here is a snippet:

Svetlana Ganushkina, the head of Civil Assistance, an organisation for helping refugees, says that the interior ministry will do nothing except deport illegal immigrants, irrespective of the circumstances which lead them to come to Russia. “The scale (of the deportations) will be similar to those during the Stalin years,” Granushkina predicts.
