Il s'agit d'un arrangement d'environ deux minutes du thème musical de l'Ode à la joie, dernier mouvement de la Neuvième symphonie écrite en 1823 par Ludwig van Beethoven. Ce thème est actuellement utilisé par le Conseil de l'Europe et par l'Union européenne. Après la Seconde guerre mondiale, concomitamment à la question d'un drapeau pour les nouvelles institutions européennes, la question d'un hymne suscita un regain d'intérêt.
